I. PRELIMINARY

1. Meeting Called to Order

The meeting was called to order by Board President, Ricardo Favela, at 5:00 p.m.

2. Hearing Session

There were no requests for public comment.

3. Adjourn into Closed Session

The Governing Board adjourned into closed session at  5:01 p.m.

The Governing Board returned from closed session and reconvened into open session at 6:03 p.m.

6. Public Report of Action Taken in Closed Session

During closed session under Item 4a, Ms. Lundin moved to approve a settlement agreement with a classified employee, which was seconded by Dr. Fish. The Governing Board unanimously approved the motion with a 5-0 vote. The agreement includes the employee’s resignation and compensation through the end of this school year.

7. Flag Salute/Student Presentation

The flag salute and student presentation was led by student leaders from the Migrant Summer Program.

8. Approve Minutes of the May 9, 2024 Regular Board Meeting

It is recommended the Governing Board approve the minutes of the May 9, 2024 Regular Board Meeting.

II. COMMUNITY RELATIONS

2. Report from the Base Liaison

Dr. Jeff Paull reported that on Thursday, June 27th, at 11:00 AM, the Marine Corps Installations West-Marine Corps Base, Camp Pendleton will host a Change of Command Ceremony. At this event, Brigadier General Jason G. Woodworth will relinquish command to Brigadier General Nick I. Brown. The Commander of Marine Corps Installations Command has extended an invitation to all interested parties. There will be several opportunities to meet the new commanding general, Brigadier General Brown, throughout the year.

3. Reports from the Board

Mr. Frank Golbeck attended the open house at Maie Ellis and participated in discussions about the Facilities Master Plan with Superintendent Hazel, Mr. Bickler, and Mr. Farias. He expressed enthusiasm about the commencement of this project.

Dr. Connie Fish joined Superintendent Hazel at the San Onofre School open house, enjoying the new facility and the strong turnout of families. She also attended the Boys and Girls Club’s new office open house.

Ms. Mary McBride celebrated the teacher awards and participated in a briefing on the Governor’s May Revise, finding it very informative.

Ms. Suzanne Lundin attended the Mary Fay Pendleton promotion, an event she cherishes for their intimate group setting. She also participated in the large community event at the Potter Jr. High Promotion, highlighting Fallbrook’s communal support for students.

Mr. Ricardo Favela was present at the Maie Ellis Elementary open house and the international dance festival organized by a partner school in Tijuana, praising it as a spectacular event. He congratulated students on their promotions. He also shared that he is part of CSA 81 and mentioned the upcoming star party on June 7, 2024, at Rainbow Park.

4. Report from the Superintendent

Ms. Monika Hazel reported that this month has been filled with significant celebrations, including honoring our Teacher and Employee of the Year, as well as staff appreciation and inspiring student-led promotions at Fallbrook.

In our Migrant Education Program at Maie Ellis, 125 students are participating, with 55 children enrolled in swim lessons, complete with provided swim gear. The Extended School Year is active at La Paloma and San Onofre School through July 26, with openings for morning sessions. Additionally, Super Summer Camp has availability for after-school sessions at Potter Jr. High and Mary Fay Pendleton.

Despite necessary budgetary staff reductions, significant retirements and resignations have also occurred, allowing other employees to advance into new positions and promotions.

III. EDUCATIONAL SERVICES

1. Public Hearing: 2024-2027 Local Control and Accountability Plan (LCAP)

There were no requests from the community to speak and the Public Hearing was closed.

2. Presentation: 2024-2025 Local Control and Accountability Plan (LCAP) LEA Federal Addendum

Mrs. Tavga Bustani, Assistant Superintendent, Educational Services, provided an overview of the 2024-2027 Local Control and Accountability Plan (LCAP), the 2024 LCAP Annual Update and the 2024 LCAP Federal Addendum.

IV. BUSINESS SERVICES

1. Public Hearing: 2024-2025 Proposed Budget

There were no requests from the community to speak and the Public Hearing was closed.

2. Presentation: 2024-2025 Proposed Budget

Mr. Armando Farias, Assistant Superintendent, Business Services, provided an overview of the 2024-2025 Proposed Budget.

3. Action: Annual Fiscal Resolutions for the 2024-2025 School Year

It is recommended the Governing Board approve Resolutions: #29-23/24 payment order resolution; #30-23/24 designating authorized agents to sign commercial warrants; #31-23/24 authorizing the replacement of warrants; and #32-23/24 designating authorized agents to receive mail and pick up warrants at the County Office of Education.
